Here is the Chairs' explanatory memo on why we determined that Option C (A context is a set of resources that are controlled by the same party or jointly controlled by a set of parties) had the least sustained objections in the CfO process. As noted earlier, this definition had previously been incorporated into the TPE prior to finalization for Last Call.
