*Normative:*

Delete “Parties MUST NOT construct profiles of users or user behaviors
based on their ad frequency history, or otherwise alter the user’s
experience.”



*Justification:*

This sentence is inappropriate for a section on frequency capping as a
permitted use because as written it would basically disallow frequency
capping.
