The more general point is that cookies and cookie leakage are clearly a part of government surveillance toolkits; they're mentioned on 4 of the slides in the "Tor Stinks" presentation.  

Disclosure:  The Tor Project was funded by EFF for a few years, as part of our support for meaningful online anonymity tools.
