"auditable"

The version of the TCS doc contains the following in 6.2.1.3 Reasonable 
Security:

" Third parties should ensure that the access and use of data retained 
for Permitted Uses is auditable."

When was this added or even discussed? I can't recall and I can find no 
record of it on the list. Am I missing it?
