A couple of emails recently have hinted that there is a possible definition of what we're doing that does not use a first/third party distinction, but *instead* relies on a definition of 'cross-site'. I can't quite see it myself, but I am curious enough to wonder if someone could outline a way in which we could treat what we're currently calling the first party, and all the potential third parties (advertisers, analytics, and so on), under a uniform set of rules?
