1. It is urgent that the W3C engage in focused fact-finding to analyze online industry data use practices related to the proposed permitted uses. We need to know what the standard industry practices are for the retention and use of this data, and how they are tied to individualized records (unique IDs, etc). Specifically, these include data collection/quality/use practices for contextual content, ad delivery, frequency capping, financial logging/auditing, security/fraud prevention, aggregate reporting, debugging, and compliance with local laws. Users require an understanding of what leading online companies and services specifically do, as well as representative standards implemented by trade groups. 2. W3C needs to identify the options and effective practices ensuring unlinkable data. This review should incorporate examples from industry and academia. 3. We need to finalize a Tracking Compliance document along with the TPE if this effort is to be successful. There needs to be a clearly defined standard of what DNT means for global Internet users.
