I think that makes total sense. We'll probably end up with 2-3 mailing lists here.

1) public-test-infra@ for infra, docs authoring, etc,
2) public-testtwf@ for events coordination, and possibly
3) a help channel for actual test authoring once the signal to noise ratio on the public-test-infra@ will become too low.
