new draft charter for "Browser Testing and Tools Working Group" (proposed)

I've put together a draft charter for a proposed "Browser Testing and Tools
Working Group":

The charter is in no way official at this point. It's just a starting point
for discussion.

It currently proposes that the group will produce standard specs for two APIs:

  - "Web Driver" API; provides a means to simulate user actions such as clicking
    links, entering text, and submitting forms (as seen in, e.g., Selenium)

  - "Console" API; spec for a language-neutral Console interface compatible
    with the JavaScript window.console object as seen in Firebug, etc.

Comments and suggestions welcome.
