[OEP] slightly reworked auto BillofMaterial for part-whole note

Hello,

I had an action item to produce a slightly different ontology for the car
components example.  Below is a listing of the elements of this new model, and
attached is an RDF/XML file for an OWL ontology defining these elements.  Note
this was prepared before the Tech Plenary from the initial draft of the note. 
The naming conventions simply follow those of the first draft (using underscores
for word delimiting) and do not mean to imply a preferred convention.
