http://www.w3.org/2004/02/skos/core/spec/2005-03-03 cites a W3C Persistence Policy, http://www.w3.org/Consortium/Persistence. However, that persistence policy, signed "1999/@@@draft", bears a footer which reads "Updated $ld: Persistence.html,v 1.8 2003/06/30...". This implies that the content of the resource cited by http://www.w3.org/Consortium/Persistence is subject to change -- i.e., that it is not persistent. I would not want to delay further dissemination and review of the SKOS Core Vocabulary spec until this issue is resolved. It is enough for now for the draft spec to describe the policy framework within which the document will be managed in future, "such as it is". It does, however, suggest a larger need for policy clarification with regard to the maintenance of vocabulary specs over the long term.
