Final updates for SVG 1.1 Second Edition

Hi all,

let's try to make a final push for getting SVG 1.1F2 out the door.

NOTE: All SVG 1.1F2 actions and issues[1] that have not been completed by  
the time of the May F2F meeting will either be closed or retargetted for  
SVG 2.0. If you know yourself that one of your actions won't be done in  
time, raise an SVG 2.0 issue (if there isn't one already) and link the  
action to the issue.


== Open Issues ==

ISSUE-2259 Inconsistent use of <uri> symbol
- We need ACTION-2697 completed and reviewed, since it's half-done atm  
(e.g see 'mask' and 'clip-path' property definitions)

ISSUE-2305 Line caps drawing on zero length lines
- Suggested action: Move issue to SVG 2.0

ISSUE-2314 Negative values in polygon/polyline points
- Suggested action: Move issue to SVG 2.0

ISSUE-2317 Give different result for feGaussianBlur stdDeviation=0
- Not crucial, if it can't be completed in time move it to Filters 1.2

ISSUE-2318 How should text-decorations be rendered wrt boundingbox units  
(gradients, filters)?
- Suggested action: Move issue to SVG 2.0 (if it's not a very simple fix,  
which it well might be, needs one or more tests though). We have no open  
action assigned for this issue.
