broken grammar for scientific notation in SVG 1.1 and 1.2T

Hello SVG WG,

I'm struggling with
ACTION-2730
Fix the broken grammar for scientific notation in SVG 1.1 and 1.2T


The minutes are not helpful, mainly discussing the use of scientific notation in CSS (its disallowed by the grammar) and right at the end of the telcon is a context-free action to 'fix' scientific notation in both 1.1SE and 1.2T

preceeded by a confident-sounding assertion by yours truly

CL: the grammar for scientific notation in SVG 1.1 and 1.2T is wrong, all implementations ignore that and do the right thing

any thoughts?
