udom-event-208-t and udom-event-209-t updated

Same deal for udom-event-208-t and 209-t: I removed the subtests that
looked for namespaceURI, since we haven’t taken this from D3E.  A quick
check of my changes would be appreciated, since I’ve left the test as
approved.
