Pragmas and extended attributes at the top of the uDOM IDL

What is the pragmas section and the square-bracketted extended
attributes at the top of the uDOM IDL for?  I assume they are used by a
particular IDL compiler, but OMG IDL does not define that ‘pragmas {…}’
syntax.  I cannot find anything on the web about java.jni.api.name or
the other dotted names in there.

I would like to remove them.
