To implement a specification, you first take all the MUSTs and implement
them. The result is the base agreement on interoperability.

To extent your implementation to be more inclusive and fuller, you then
consider the SHOULDs.

If there are no MUSTs to form a base agreement, then it's just a document
that gives some ideas.
