The wiki now has a CRS page

Hello all,

In order to complete ACTION-82
<https://www.w3.org/2015/spatial/track/actions/82> I have made a start with
a new wiki page that is about coordinate reference systems:
https://www.w3.org/2015/spatial/wiki/Coordinate_Reference_Systems. The page
is linked to on the main wiki page.

I hope this page helps with thinking about CRSs in general and with solving
open CRS issues in particular. I think the page could become a good source
of information for the BP deliverable too. Of course the information is
still far from complete and perhaps people will find errors in the current
content, so please feel very free to contribute in any way you think you
can.
