Linking to candidate requirements from the UCR document

Hi Alejandro,

We have decided to focus on linking ongoing debates to the UCR document
rather than trying to solve them. We will do this by defining issues in the
tracker and adding the issue URIs to the UCR document in a standardized way.

For issues with existing requirements it is clear where the link to the
issue should be placed: somewhere in the description of the requirement (at
the end, I would suggest).

But how do we link to issues about requirements that could be added to the
UCR document but are not there yet? Or requirements that have been removed?

One way of handling that could be to create a temporary new chapter with
'candidate requirments' that await further discussion.
