w3c publication requirements

Wikisnapper takes care of a lot of the publication requirements, but it
doesn't do anything about broken internal or external links, which are
not allowed.    It's pretty easy to check for these, just append
",checklinks" to the end of your wiki page.  Alas, it runs quite slowly.
(There will be some errors due to the wiki, like missing favicon.ico,
which you can ignore.)

Also, it's a good idea to run ",validate" on the pages and fix any HTML
markup errors, but I do run "tidy" on them, which fixes most markup
problems.

Finally, it's important the have a statement of changes between drafts,
typically in an appendix.  What changed in SWC and BLD since the last
TR?   Any thoughts about how to describe the current status of these
documents?
