We'd be very happy to take this on, in the Read Write Web Community Group.

We have a reasonably active group of about 50+ people working on
applications and standards to try and create the vision of the read write
web, as described in "Weaving the Web", and "Design Issues".

This document (along with Linked Data Profiles) seems to be quite relevant
to what we are trying to achieve.  If you're looking for a home I think
we'd be happy to iron out any issues on the document, create
implementations and apps using the API etc.  Just let me know if you think
this would be helpful. :)
