The wording that you are mentionning here is not completely copying what 
was suggested at the teleconference.

In the minutes, Pat refers to AZ's proposal with his modification. Then 
Sandro links to an email mentioning the proposal:

normative specification, so Pat suggested a change to this sentence:

such that the proposal that was agreed on should be:
