Semantics now says:

Graphs in a single dataset may share blank nodes. This is the only
case where distinct RDF graphs may share a blank node. Graphs in
distinct datasets cannot share blank nodes.

This is not correct and needs to be fixed.

I'm actually wondering why Semantics says anything about RDF datasets.
