Possible named graph issue

We got consensus on this strawpoll:

STRAWPOLL: The WG will non-normatively document one particular convention
for using datasets, where in <u,G> the URI denotes+awww:identifies a graph
container and G is the state of the container.

Should we turn this into an tracked issue?
