Unifying the discussion on *unstar* and related topics

At the Semantics TF we decided that we should have a new unifying issue where all the discussions on unstar and related stuff should converge, so to have a unique entry point to finalise the discussion. As a matter of fact, there are too many different places where this discussion has taken place.
Elements of the discussion are:

  *   explain 1.1 vs 1.2 reification;
  *   encoding of rdf-1.2 reification in rdf 1.1;
  *   having explicit properties connecting the denotation of a triple terms with its subject, predicate, object;
  *   where to have this material in the spec: concepts and/or semantics?
