syntactic sugar proposal

on the current status of the syntactic sugar proposal in

I have tried to update the proposal to include some discussion in the meetings 
today and yesterday.  I have added some options and some analysis.  I may not 
have reflected all the discussion, but after the meeting today I did add an 
option that corresponds with a separate << :s :p :o >> construct.
