agenda+ creation of task forces

Hi all,

following the discussion we had during the "semantics" call today,
I'd like to add to the next meeting an agenda point to formally create 
(at least) two task forces:

* a "Use Cases" task force
* a "Semantics" task force

Per the process, task forces are created the chairs. Once this is done, 
we can, in particular, have dedicated calendars for the task forces.
There is also a request to create a github repo for the Use Cases task 
force.
