My understanding of https://www.w3.org/2021/Process-20211102/#meeting-minutes and https://www.rfc-editor.org/rfc/rfc2119 is that working groups are to take and retain minutes of their meetings unless there are valid reasons to not do so and the implications of not doing so have been carefully considered. I haven't been able to find either any such reasons or consideration so it appears to me that minutes are required for meetings of the working group. The form of these minutes are, as you say, not determined by the W3C process document. So the minutes could be very minimal - just attendance and resolutions, for example. But what is in the minutes needs to be a valid description of what went on in the meeting - otherwise they are not minutes. I pointed out several aspects of the document at https://www.w3.org/2023/02/23-rdf-star-minutes.html as of 2023 March 2, which to my mind makes it be unacceptable as minutes of the working group meeting of 2023 February 23. I also made recommendations on what needs to be changed in the document.
