I don't see any problem here either. Usually, the annotations refer to a single RDF triple. But yes, if you want to annotate many, it's probably better to use named graphs and/or N3. But then, even if you allow annotations in RDF-star, you better be sure that the semantics of annotation in named graphs, N3, and RDF-star is the same! And for sure, at this stage they are not.. —e.
