Use Cases: WG task force for use cases

The goal of the task force is to set up mechanisms for creating, modifying, 
and approving use cases.

If you want to be a member of the task force edit the first comment in 
https://github.com/w3c/rdf-star-wg/issues/17, if possible, or otherwise add a 
new comment to the issue.  Task force members commit to actively participating 
in the activities of the task force.

The task force will use this mailing list for most of its communications.  
Emails concerning use cases should be prefixed with Use Cases: as is this 
message.  Other communication will be done on an ad hoc basis but first set up 
in this mailing list.
