[UC] recording current state of a use case and its discussion

GitHub has lots of ways of recording discussions.  I was thinking of using 
issues plus either project wiki entries or project files to record a use case. 
   The wiki entry or file would have the current state of the use case and the 
issue will hold discussion.  Does anyone have comments on whether this woujld 
work and whether to use wiki entries or files?
