librdfa implementation updated to Last Call processing rules

librdfa has been updated to the latest processing rules in the Last Call
 RDFa Syntax document. The update went pretty smoothly. There are some
minor typos and wording issues, but Mark and Shane have been made aware
of them.

Crazy Ivan shows all tests passing for Ivan's PyRDFa parser and librdfa.
ARC fails test #11 due to the RDF that ARC is generating.

Changes to note:

* librdfa is a direct implementation of the Last Call processing rules.
* librdfa has been placed under the LGPL v3.

Also to note, the source code for the rdfa.digitalbazaar.com site and
Crazy Ivan test harness has also been released under a Creative Commons
Attribution 3.0 (unported) license. Source is available via git:
