broken links/fragments in the entailment doc

I fixed some of the broken links/fragments, but some I can' fix, see below.

Yes, because that is the W3C header that assumes that the WD is
already there, but it is not published yet.

All broken because only after Query 1.1 is published (then containing
also the content of the old spec), these links will work. They work
when I use http://www.w3.org/TR/sparql11-query/rq25.xml#..., but that
shouldn't be the link for the public WD.

So I guess, I cannot do much more than wait for that bib entry to work again.
