SPARQL WG Agenda, Tues 2009-Aug-18

Main agenda item is to attempt to reach consensus on a mechanism for 
service discovery. I note that we have a large number of regrets for 
this and next week's teleconference, so while I would like us to 
continue to make progress, I will be more inclined to make conditional 
decisions to move forward rather than assume we've reached full-group 
consensus.
