I should add/clarify... we made a decision on punctuation syntax in 
Helsinki...

but that Helsinki decision wasn't by consensus, and each outstanding
objection is a risk that our request for CR will be turned down.

So I consulted some of the WG members during a break about whether they
would like to spend some meeting time discussing this with TimBL. Based
on that advice, I invited TimBL to join the discussion. I made it clear 
that
we weren't quorate to decide anything, since this wasn't on the agenda
in time.

As we reviewed the Helsinki records, I heard several people say "oh, I 
didn't
understand the proposal that way" which sounds like new information. So 
I'm
re-opening the decision. And for tracking purposes, I'm putting it on 
the issues list:

There seemed to be quit a bit of support for this syntax proposal here 
in Boston,
so I'm hoping everybody can consider it before the 8 March telcon. I 
won't be
there; Kendall has agreed to chair.
