WSDL2.0 for SPARQL Protocol

Attached is a straw-man WSDL2 description [WZ] of an example RDF query
service <http://rdf.example/svc/> . This example does not have a lang
parameter in the SPARQL protocol, however, the service hardcodes a
lang=sparql parameter. (The service could also offer an interface with
lang=rdql in the http location.) Tx to DanC for initiating and PLH
for spending a bunch of time on this.
