I believe this is as it should be.  All the previous drafts should
have a latest version link that points to the most recent publication
and as a result of the redirect this will always change from one
publication to the next.

Yes, that is the editor's draft and it has no official standing other
than to reflect the state of the specification in between W3C
publications for the benefit of the working group discussion.  Since,
it is the only place where quick changes can be made to address
feedback from comments in between publications, I tend to refer
commentators to this document.
