Andy, I need to find the relevant WG decisions and make sure they're
linked from
http://www.w3.org/2001/sw/DataAccess/issues#punctuationSyntax 

Any help you can give is appreciated.

It's not urgent.

Maybe they already are linked. I intend to double-check somehow.
