Raptor passes Turtle 2013 test suite

I found the test suite in W3C mercurial linked from
   http://www.w3.org/2011/rdf-wg/wiki/Turtle_Test_Suite
(no test suite version given) and copied the files.

I didn't use the manifest file since it's got license issues which I
reported this at: 
http://lists.w3.org/Archives/Public/public-rdf-comments/2013Feb/0029.html

I ran the tests in 3 ways:
1. good tests (29 tests - all run return the expected triples),
2. bad tests (72 syntax and eval tests; all raise an error)
3. syntax tests (102 syntax tests pass; includes the 29 above)

They all pass or fail as expected by interpreting the words in
http://www.w3.org/2011/rdf-wg/wiki/Turtle_Test_Suite

This is Raptor GIT commit 27d276eb95b984060983164cb148bf05c8de0c20
and will be released as 2.0.9 shortly.

I don't have an EARL file with these statements.

I'll make more comments on the spec and tests in separate emails.
