This should really be mentioned here:
http://www.w3.org/RDF/Validator/documentation

That page points people in wrong directions and makes the whole project look a lot worse than it actually is.

Sticking the documentation page into the GitHub repository would be a good step towards that.

I fear that the specific issue mentioned by Kingsley is an issue with W3C's networking, and not a bug in the code. See my report here:
