Process: ISSUE-61 (translation schemes) and ISSUE-49 (SQL terminology)

I've set ISSUE-61 to PENDING REVIEW as I believe it to be addressed in the current spec, as described here (and discussed in this week's call):

I've set ISSUE-49 to POSTPONED because it's no longer feasible given the remaining time, and no one besides me has expressed interest in it anyways.
