Although it's likely that no-one is monitoring them right now, or not monitoring all of them, someone from W3C might be allocated time to check up on them from time to time. There's a process for editorial errata to be published without a Working Group. If there are substantive errata the spec could be edited in a W3C community Group and then the main spec revised. Major new features require a Working Group, partly to justify the resources and partly to make sure the IPR issues are sorted out.
