            Bug ID: 28462
Summary: [xslt 3.0] Definition of "top-level"
Product: XPath / XQuery / XSLT
           Version: Last Call drafts
          Hardware: PC
                OS: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: XSLT 3.0
          Assignee: mike@saxonica.com
          Reporter: mike@saxonica.com
        QA Contact: public-qt-comments@w3.org

The definition of "top-level" needs to be updated to recognize xsl:package:

[Definition: An element occurring as a child of an xsl:stylesheet,
xsl:transform, or xsl:override element is called a top-level element.]
