This is related to Bug 28129, but before that is resolved, I propose to change
these tests to use xsl:package.

Because this is an unobtrusive change (just rename the outermost element,
packages do not require a name or version), it will be trivial to change some
of them back if the proposal in Bug 28219 is accepted.
