This is a bug to track the conclusion of the WG on
https://lists.w3.org/Archives/Member/w3c-xsl-wg/2014Jun/0018.html (member
only).
The conclusion was to allow the "new-value" of xsl:accumulator-rule to be
expressed as a sequence constructor, where the rule is the either the new-value
attribute or the sequence constructor must be present.
In addition, we decided that for consistency, "new-value" should be renamed
into "select".
