PROV-Dictionary is now staged at https://dvcs.w3.org/hg/prov/raw-file/default/dictionary/releases/WD-prov-dictionary-20130312/Overview.html The pubrules checker still generates some warnings, but I think they are fine. I'll do a final check later today.
