Re: prov-wg: Vote on Exit Criteria

+1, with the understanding that "the test cases defined by the working group" is a well-defined set with some governance (it can't 
grow indefinitely, for example, and "the group" should somehow be happy that it is an adequate set, given that multiple people can 
potentially contribute to it).
