This is also stated in section 5.3.5.  Section 5.5 defines SpecializationOf, AlternateOf, and MentionOf, all of which are entity-entity relationships.  Therefore, it seems that specialization is a type of influence and should therefore contain the ID/attributes pattern.  If this is not the case, the text may require clarification.
