CR docs linking to implementation report?

The following two bullets appear in the pub rules checker [1].
Should we coordinate on the text and links to cover these two requirements?

It should include an estimated date by which time the Working Group expects to have sufficient implementation experience.
Please verify manually; not tested.
It must include a link to a preliminary interoperability or implementation report, or a statement that no such report exists.
Please verify. No candidate found (looking for links containing the word 'implementation' or 'interoperability'. Is another term used? Is there a link to a statement that no report is necessary?
