Congrats PROV-WG! Director approves transition to Candidate Recommendation

Hi All,

The director has approved the transition of the 4 PROV Recommendation Track
documents to Candidate Recommendation. These will be published Tuesday next
week.

This is a huge step. Thank you for all your hard work and sticking with the
process. Congratulations!

Now on to implementations and finishing up our notes.
