Personally I prefer the explicit association method as well, since it makes it possible to programmatically set label text within dynamic applications irrespective of where the content is located. Just consider the two examples already discussed where label could be used inside a table tag to label it's parent as an equivalent to caption vs the input example where it labels its child as an equivalent to HTML label. I am sure others can point out the broad variety of possibilities that could create significant ambiguity or possibly actual conflicts that would require a new precedence mechanism.
