Antitrust/competition guidance

Hi Group,

As W3C expands its technical and industry scope, it has come to our
attention that, while competition principles have been embedded in our
open standards Process, it could be helpful to make reference more
explicit. We are taking that discussion to W3C's Advisory Board.

In the meantime, I wanted to bring to your attention the antitrust and
competition guidance from IDPF, the group with whom W3C is working
closely on digital publishing:

We will of course adapt this guidance to make reference to additional
jurisdictions and to W3C's processes.
